Request for Information

This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This Request for
Information (RFI) is part of ongoing Government conducted market research for planning
purposes. A solicitation is not being issued at this time and this notice shall not be construed as a
commitment by the Government to issue a solicitation. The Government will not provide
reimbursement for costs associated with this request. Responses shall be treated as information
only, become property of the US Government and will not be used as a proposal.
Any information provided by industry to the Government as a result of this RFI is strictly
voluntary; responses will not be returned. The information obtained from industry’s responses to
this notice may be used in the development of an acquisition strategy and a future RFP.

Responses to this RFI will be used to support interactions during the Virtual Industry Day for
this requirement. Responses to this RFI will provide the Government with knowledge of
industry interest, qualifications, and capability. Responses will also help the Government with
conducting market research as well as finalizing solicitation documents. This is only a request
for information, and the type of solicitation may depend upon the responses received.

Please provide responses to the below questions to the Contracting POCs for this effort. The
maximum page limit is 3 pages. Responses are requested to be on company letterhead and
must include the following information: date, point of contact, address, phone number, email
address, DUNS number and CAGE code. Responses are requested as soon as possible but
not later than 15 December 2022 at 5:00 p.m. MST. Responses or questions shall be only
submitted via e-mail Contracting POCs listed in the Industry Day Announcement Package.
Please answer the questions completely. Thank you in advance for your time and help.

1. So that the time in the one-on-one industry day sessions can be used productively, the

Contracting Team and Customer request that each vendor provide a very brief description
of the item(s)/services your company intends to provide to meet the requirements of the
SOW. This should not be a full technical approach, but rather a 1 to 3 paragraph
summary describing your company’s capability with respect to the requirement. In
particular, the Government team would like to know about solutions for visualization of
targets, response time from detection to visualization, reporting products, and capability
for the service portion of the SOW.

2. Does your company currently possess a Department of Defense JF-12 license for the

item(s) it intends to offer in response to the RFQ for the Basic Ordering Agreements? If
not, please indicate what stage your company is in in the process to obtain a JF-12 license.

3. The BOA and subsequent orders will include the clause DFARS 252.225-7048, Export-
Controlled Items, and the SOW includes an OCONUS delivery requirement. What does
your company understand the export jurisdiction to be for this requirement (Department

of State or Commerce)? Has your company completed any necessary processes to be able
to meet the OCONUS delivery requirements?

4. The technology under this SOW has not been widely adopted in an enterprise solution
throughout the DoD and the Customer and Contracting Team are still in the process of
learning what the actual needs are for this technology throughout the DoD. Is your
company capable of providing items/services to non-Air Force DoD agencies should the
need arise?
