Industry Q&A

# Industry Question

Will there be more details on the survivability and armor package for the CTT?

Government Response
Yes. Classified Annex C is referenced in Attachment 0008 - Draft Abbreviated Specification (A-Spec), contains
more details on the survivability and is available upon request, with proper credentials; refer to the SAM.gov
for a point of contact.
16-Nov-2021

Will there be an estimate for number or percentage of CTT getting the armor/survivability
package? In past fleets (such as HEMTT or HET), only a percentage of the A-cab are upgraded to
the b-cab armor package. Wondering if the PM has gotten this far on the CTT.

No, a current estimate is not established; however, it is under development and is anticipated to be a split
between soft and armored cabs.

16-Nov-2021

Request a copy of the MRAP Capability Production Document (CPD) 1.1.

MRAP Capability Production Document (CPD) 1.1 is replaced by the CTT Annex C referenced in Attachment
0008 - Draft A-Spec.

16-Nov-2021

Our concept is based on 24Volt electrical systems. Would that be allowed?

Component level solutions will not be specified by the Government. However, other requirements, such as
intervehicle requirements, must still be met. The RPP will contain requirements that must be met. It is at the
offeror's discretion to decide if their solution meets those requirements.

16-Nov-2021

We can provide cab concepts ballistic and non-ballistic with 2 and 3 seats. Would that match or
do you require also 4 or 5 person seating capacity?

At this time, the Army's anticipated desired capability is provisioned for a 3rd occupant in the Gunner's Sling
for Armored Objective Gunner Protection Kit (OGPK) equipped variant.

16-Nov-2021

Which exhaust emission level is required?

No specific exhaust emission level is required.

16-Nov-2021

DISTRIBUTION STATEMENT A. Approved for public release: distribution unlimited.

# Industry Question

Is it acceptable to modify the engine / after treatment system when high sulfur fuels are used?

Government Response
No specific exhaust emission level is required. Engines used in Army vehicles must be compatible with the
Armys fuel use policy.
16-Nov-2021

Which kW/Ton requirements do we have to calculate with?

Section 3.1.5 in Attachment 0008 - Draft A-Spec, details the demand reduction desired characteristic.

16-Nov-2021

Do you foresee a requirement that in a midlife update the driveline should be exchanged to full
electric or other technology?

TBD. However, the CTT Family of Vehicles (FoV) is desired to be common with industry to facilitate future
technology insertion as they become available.

16-Nov-2021

Is there a replacement volume estimation per model and timeline of expected fleet entry and
fleet build-up?

No, not at this time.

16-Nov-2021

Is there a financial compensation for the prototypes that are required?

The Government is considering a cost cap for rapid prototyping.

16-Nov-2021

Will the US-Army perform the maintenance or is outsourcing to civil dealer network also
possible?

The Government intends to leverage full organic maintenance.

16-Nov-2021

Do you require a certain military track record from the parties selected to the CTT process?

At this time there is no military track record requirement. Evaluation criteria will be listed in the Request for
Prototype Proposal (RPP).

16-Nov-2021

DISTRIBUTION STATEMENT A. Approved for public release: distribution unlimited.

# Industry Question

Is there a requirement to produce a certain % in weight or cost in the US?

Government Response
No, there is no requirement to produce a certain percentage in weight or cost in the US.
16-Nov-2021

The selection of OTA prototypes; how does that impact production?

The prototype evaluation criteria and the follow-on production success metrics will be identified in the RPP.

16-Nov-2021

On Industry Day Slide 19, the ranges provided, are they over a specific GVW?

Yes, they are specified over the mission profiles at the load requirements specified in Attachment 0008 - Draft
A-Spec.

16-Nov-2021

Will trailers be included in the scope?

16-Nov-2021

NRE section of OTA award. What is the anticipation?

TBD. Additional information will be provided in the RPP.

16-Nov-2021

Refer to Industry Day Slide #13, number of prototypes, there is a drastic difference. What is the
Army's vision for prototype award?

The Government intends to receive a minimum number of prototypes that represent the most common
and/or range of CTT mission roles across the FoV. The RPP will contain the number of prototypes.

16-Nov-2021

What is the level of Tech Data Rights?

TBD. Additional information will be provided in the RPP.

16-Nov-2021

DISTRIBUTION STATEMENT A. Approved for public release: distribution unlimited.

# Industry Question

Is there a desire for an improved suspension, as referenced in Att 001

Government Response
Currently the Army's vision is to not include any specific suspension requirements. An offeror can propose
components it determines are needed to meet the requirements detailed in Attachment 0008 - Draft A-Spec.
16-Nov-2021
