Greater Los Angeles Industry Outreach Event
For Annual Electrical Inspection of Infra-Red, EMD (Electro-Motor Diesel) Emergency
Generators and ATS (Automatic Transfer Switches)
1. Scope:
Engineering Services at Greater Los Angeles VA Healthcare System, Sepulveda VA Medical
Campus located at 16111 Plummer St., North Hills, CA, are interested in seeking industry
input for the Statement of Work provided within this announcement.
The Facility is requesting industry participants within NAICS CODE: 238210 (Electrical
Contractors and Other Wiring Installation Contractors) for input and refinement of the
Statement of Work to parallel industry standards. This contract would be a Base plus (4) Four
Year Options once a viable Statement of Work has been established.
The current Statement of Work is provided in the following pages of this announcement.
Industry Outreach Event:
The site tour of the area where electrical panels, IR Surveys, ATS and EMD Inspections will be
conducted on Wednesday, 02/23/2023 at 1300/PST (1:00PM/PST). Vendors will coordinate at
the main facility located at 16111 Plummer St., North Hills, CA 91343.
In order to participate in this event, interested vendors must RSVP by emailing one of the
parties below NLT Tuesday, 02/21/2023 at 1300/PST (1:00PM/PST).

Emergency Generators, Automatic Transfer Switches (ATS) Testing and IR Thermography
VHA Directive 1028 and NFPA 110 require Emergency Generators and Automatic Transfer
Switch (ATS) to be tested as well as Thermography performed on an Annual Basis.
Annual Maintenance, Testing of Electrical Grid Automatic Transfer Switches (ATS), Breakers
at Infrared Thermography for Sepulveda and LAOPC campus Using NFPA 110
4. Technical Requirements:
a. Vendor shall have experience on an EMD emergency power generator,
b. Specialist in various Generator Manufacturers,
c. ATS testing and repairs for at least 10 years.
d. Vendor shall provide references and a list of past projects completed.
5. Specific Tasks:
Test and Inspect Emergency Generators and Automatic Transfer Switches (ATS)
Scope of Work for Generator Inspection
Engine and Oil
Check oil level and fill as needed, record amount replaced.
Check oil heater for proper operation and leaks
Check all belts for excessive wear, cracks and adjust if needed
Check all ignition wires and distributer cracks, corrosion and carbon tracking

Check oil system and engine seals for leakage.
Check governor for proper operation and adjust as needed.
Check governor linkage lubricate and adjust as needed
Check governor oil level and add if needed
Check pillow block bearings for wear and lubricate as needed Cooling System
Check coolant level and fill as needed
Check DCA coolant levels, freeze point protection and make recommendations as needed
Check cooling system for signs of leakage
Check jacket water heater for proper operation and leaks
Check for pliability and cracks of all coolant hoses
Check radiator for leaks and correct water flow and air flow
Check for proper operation of solenoid valves and leaks
Check and lubricate cooling system fan
Check louver operation and adjust if needed
Check radiator cap and seals for cracks and leaks Fuel Systems
