SCENARIO CONTROL ENHANCEMENTS

STATEMENT OF WORK (SOW)

1.0BACKGROUND

Naval Surface Warfare Center Dahlgren Division (NSWCDD) is tasked to support Naval Surface Warefare Center Carderock Division (NSWCCD) and the Naval Autonomous Systems Test Capability (N-ASTC) program in FY22. Tasks include effort to assist the government with ongoing virtual intelligent behavioral model enhancements leveraging simulation as a means of testing autonomy solutions with minimal schedule impacts. This requirement will support enhancements of emerging N-ASTC Virtual Maritime Autonomy Test Environment (VMATE) requirements for development, testing, and certification of autonomous naval vessel modeling and simulation capabilities requested by the Naval Enterprise.

3.0REQUIREMENTS

3.1The Contractor shall support the Traffic Manager Framework effort planned for FY22 that will focus on modeling, developing, testing, and integrating continued government design into the VMATE as follows:

3.2The Contractor shall participate in related VMATE design and review meetings providing status and feedback at these events.

3.3The Contractor shall develop system engineering Innoslate models, via government cloud, documenting the conceptual and functional design of the traffic manager, and associated data files.

3.4The Contractor shall develop code and algorithms to implement system functions for N-ASTC program software, develop introspection tools, develop graphical user interfaces to allow specification of model scenario files, and integrate systems services into the larger N-ASTC software execution framework as follows:

3.4.1Add the ability to the Autonomous Maritime Behavior module to utilize Behavior Trees for modeling reactive behaviors.

3.4.2Enhancement of the Dynamics server to factor water current into the movement of dynamic entities.

3.4.3Development of the Configuration file load/save module so it can be used to develop launch files. The goal of this module is to minimize errors when hand-building launch files.

3.4.4Enhance non-reactive traffic elements module to leverage the updated dynamics server capabilities.

3.4.5Develop Intelligent and reactive behaviors module based on Behavior Trees and implementing typical reactive behaviors rooted in COLREGS

3.4.6Add a reactive behavior that will exhibit a behavior directly linked to the System Under Test (SUT) and implement crossover, overtaking and heads-on challenges to the SUT, with specific parameters for each interaction.

3.4.7Develop a testing scenario coordination framework module that will allow adding high level testing challenges for the SUT without the need to develop the low-level coordinators to implement the event.

3.4.8Build additional features on the VMATE Introspection module, to include, delivery of individual and summary performance data for each VMATE node, list of nodes that exceed the allotted time and available headroom.

3.4.9Update the various managers (Entity, Environment, Global Values) so they log changes to their state to allow playback of the simulation.

3.5The Contractor shall support enhancement of a graphical user interface to allow specification of the scenario files within VMATE.

3.6The Contractor shall integrate the traffic manager into the VMATE execution framework.

3.7The Contractor shall enhance capabilities of the VMATE execution framework by enhancing basic capabilities and adding introspection tools.

3.8The Contractor shall provide support and deliverables integrated and compatible with existing N-ASTC software, hardware, and data systems including government managed systems engineering architecture and models.

3.9The Contractor shall leverage the existing software licenses owned for development and support.

4.0DATA DELIVERABLES

4.1The Contractor shall provide reports that include modeling & analysis data, recommendations, and best practices supporting VMATE development and sustainment IAW CDRL A001.

4.2The Contractor shall deliver data providing all ownership and rights to the Government IAW CDRL A002.

5.0SECURITY

The work performed under this contract is unclassified.

6.0TRAVEL

No travel is required for this effort.

7.0PERIOD OF PERFORMANCE

The period of performance shall be four (4) months after date of award.
