STATEMENT OF WORK (SOW)

1.0BACKGROUND

This Statement of Work (SOW) covers services required by Naval Surface Warfare Center, Dahlgren Division (NSWCDD) to provide maintenance and support services for the classified video telecommunications (cVTC) in Building 1580, Room 170. This procurement is for maintenance and support services for a cVTC that allows for a collaborative environment in support of H50.

2.0APPLICABLE DOCUMENTS

2.1 Equipment List (attached for reference)

3.0REQUIREMENTS

The Contractor shall provide all hardware and labor in order to maintain one (1) cVTC system in building 1580 room 136 at NSWCDD in Dahlgren, VA.

3.1The Contractor shall provide telephone support that will be available from Monday to Friday during the hours of 0800 to 2000 EST.

3.2 The Contractor shall provide on-site service support that will be available from Monday to Friday during the hours of 0900 to 1800 EST.

3.3 The Contractor shall designate two primary responding technicians. These technicians will be vetted for base visitor access to minimize vetting delays for on-site service support.

3.4 The Contractor shall repair or arrange the repair of warranted equipment as necessary, provided the cause of equipment failure is within the terms of the warranty. All costs associated with the repair of equipment including cost of equipment, materials, and labor will be paid by the contractor.

3.5The Contractor shall replace parts if required. Replacement parts will be equivalent in fit, form, and function to ensure system operability. Parts replacement will be at the contractor’s expense.

3.6The Contractor shall maintain and provide, upon request, all created control system programs and source codes related directly to the system(s) for historical reference. The source code will be provided by the government or the contractor can rewrite the source code at their own expense.

3.7The Contractor shall conduct one (1) annual preventative maintenance visit. This visit is to be scheduled at the time of award of the maintenance contract. All costs associated with the (1) annual preventative maintenance visit will be at the contractor’s expense.

3.8The Contractor shall maintain an Equipment List specifying manufacturer, model identification, serial number and location of device.

3.9The Contractor shall coordinate all work with the technical point of contact identified in paragraph 7.

3.10The Contractor shall provide all operating manuals IAW industry standards.

3.11 The Contractor shall provide each Contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable policies and regulations.

3.12 All Contractor personnel shall maintain social distancing and wear a facemask at all times while onsite at the NSWCDD base until notified otherwise by the government.

4.0GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)

4.1The Government will provide access to the conference room and existing equipment for work completion.

5.0SECURITY

5.1 All work that is to be performed under this contract is unclassified.

5.2 All Contractor personnel are required to be escorted at all times while performing on this Contract.

6.0TRAVEL

The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. The government will not reimburse any additional travel costs not accounted for within the current contract. All travel shall be conducted in accordance with the FAR 31.205-46, “Travel Costs,” and the Federal Travel Regulation (FTR).
