INTRODUCTION

2.1 Project Overview

ALS-U is an upgrade project to the LBNL Advanced Light Source (ALS). The ALS is a 1.9
GeV storage ring operating at 500 mA of beam current. It is optimized to produce intense
beams of soft x-rays, which offer spectroscopic contrast, nanometer-scale resolution, and
broad temporal sensitivity. The ALS facility includes an accelerator complex and photon
delivery system that is capable of providing the foundations for an upgrade that will
achieve world-leading soft x-ray coherent flux. The existing ALS provides a ready-made
foundation, including conventional facilities and also includes extensive beamlines (up to
40 simultaneously operating beamlines) and instrumentation, an experimental hall,
computing resources, ancillary laboratories, offices, and related infrastructure that will
be heavily utilized in an upgrade scenario.

The ALS will be upgraded with a multibend achromat (MBA) lattice design that will
provide a soft x-ray source that is orders of magnitudes brighter — an up to 100-1000
times increase in brightness — and will provide a significantly higher fraction of coherent
light in the soft x-ray region than is currently available at ALS.

Any resulting Subcontract will be between the University and the party identified as the
Subcontractor and will be issued under Prime Contract No. DE-AC02-05CH11231
between the University and the United States Government (hereinafter “U.S.
Government”), represented by the Department of Energy (hereinafter “DOE”) for the
management and operation of LBNL and the performance of research and related work.

2.2 Description of Items

The purpose of this SOW is to define the production work required to provide build to
specification cryocoolers in support of the ALS-U project. The required work shall include

project management, fabrication, control, shipping, and quality assurance activities, as
set forth in Sections 4 through 10 herein.

The ALS-U project will procure two cryocoolers in Group 1, one for each upgraded IDBL:
COSMIC 7.0.1 and MAESTRO 7.0.2. The project would also like to obtain proposals for
two optional cryocoolers in Group 2, one for each new IDBL: FLEXON 10.0.1 and Tender
8.0.1, as shown in Table 2.1. The selected Subcontractor must provide a technical proposal
for all cryocoolers in Group 1 and must also provide a technical proposal for Group 2
cryocoolers. The selected Subcontractor will carry out the work to fabricate and deliver
the units in Group 1. For Group 2, the Subcontractor will satisfy all reporting,
communication, and documentation requirements, up through approval of the final
design, after which LBNL will retain the option to proceed with fabrication within a time
frame to be agreed on in the Subcontract.

2.3 Roles and Responsibilities

Two individuals will be identified in the awarded contract: a University Procurement
Specialist and a University Technical Representative. The named university personnel are
responsible for the contract administration from award initiation through the receipt and
acceptance of the purchased item.

The selected Subcontractor is required to identify a project manager to act as the single
point of contact at the Subcontractor. The project manager interfaces directly with the
University Technical Representative for technical, programmatic, and schedule items.

3 SCOPE OF WORK

In accordance to the technical requirements listed in: AL-1559-9488, the Subcontractor
must supply a recirculating cryocooler, to supply pressurized liquid nitrogen to the HHLO
M1 mirror system. The liquid nitrogen must recirculate from the cryocooler to the HHLO
and back again within a closed cooling loop that is pressurized to a constant value
sufficient to prevent any boiling of the liquid nitrogen under all stated operational
