Facility Maintenance National Marine Sanctuary of American Samoa Statement of Work NC-NM7200-21-01344 I. BACKGROUND The National Marine Sanctuary of American Samoa (NMSAS) with facilities located on Tutuila in Pago Pago, American Samoa, manages one of the most remote sanctuaries within NOAA. NMSAS offices are located in the Tauese Sunia Ocean Center (Ocean Center) in Utulei, American Samoa. II. OBJECTIVE The contractor shall provide qualified, well-trained personnel capable of meeting the requirements of this Statement of Work. NMSAS requires a qualified contractor for general maintenance - inspect, test, repair, and replacement (as needed) of items for the facility, indoor and outdoor, such as minor repairs to walls, ceiling, flooring, and roof, electrical outlets and switches, lighting, sound system, furniture, and water fixtures, installed at the Tauese Sunia Ocean Center office facility. III. SCOPE OF WORK All work shall be completed at the Ocean Center. Work schedules shall be the responsibility of the Contractor in coordination with the NOAA Project Manager to avoid any delays or disruptions to the ongoing operations of the Ocean Center and staff. The Contractor shall provide all labor, materials, tools, and services required to complete the work. Inspect, test, maintain, repair, and/or replace facility items to ensure they work properly in coordination and with approval by the NOAA Project Manager. These items include but are not limited to the following: • Water fixtures - minor repairs, maintenance • Walls, floors, ceiling, roofs - minor repairs, maintenance • Electrical - outlets, switches, lighting, wiring, sound system, intercom system • Furniture - minor repairs, installation, maintenance • Office storage system - installation of storage systems in offices and storage areas. IV. PLACE OF PERFORMANCE Place of performance is the Tauese Sunia Ocean Center and NMSAS offices in Utulei, American Samoa. National Marine Sanctuary of American Samoa 4318 Tau'ese P. F. Sunia Ocean Center Old Convention Center in Utulei Pago Pago, AS 96799 V. PERIOD OF PERFORMANCE The base period of performance shall be October 1, 2021-September 30, 2022. There shall be four option years as follows: Option Year 1 - October 1, 2022 to September 30, 2023 Option Year 2 - October 1, 2023 to September 30, 2024 Option Year 3 - October 1, 2024 to September 30, 2025 Option Year 4 - October 1, 2025 to September 30, 2026 VI. IT SECURITY REQUIREMENTS This SOW will not be requiring either government-owned IT systems or contractor-owned systems. For this SOW, the Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. For this SOW, the contractor will not be accessing US government computers or IT systems for this work. For this SOW, the contractor will not be accessing any information that is not within the public domain for this work. VII. NOAA REVIEW AND PROJECT MANAGEMENT Upon completion of the work, the contractor shall review the work completed with the Project Manager. The contractor shall provide the final invoice to the project manager for review and submission for final payment.
