Statement of Work
(REVISED)

The Iowa Army National Guard (IA ARNG) has multiple brands and models of network printers placed in
selected armories and facilities throughout the State of Iowa. The IA ARNG requires delivery of toner
cartridges to replace expended ones, recycling of the used cartridges, and minor incidental services as
defined within this Statement of Work (SOW) and its exhibits.

The Government will request deliveries of toner cartridges on an as-needed basis for a period of 12
months after contract award. The contractor’s identity will be confirmed by the Unit Point of Contact
(POC), and the contractor shall be escorted by the Unit POC to the locations’ printers identified in Exhibit
The Contractor shall deliver and install toner cartridge(s) within two (2) business days after receipt of
request from the Unit POC. All installation and services shall be performed by certified technicians. The
following testing, light maintenance, and record keeping shall be performed after cartridge(s) are installed:

• Print quality testing
• Printer page count
• Cooling fan cleaning
• Page count recording for Monthly Report
Toner Cartridge Requirements:

Identification of printers that require further repair/services (with notification sent to Unit POC)

• High-volume cartridge is preferred, if available for printer model.
• A “one-for-one” exchange must be completed for the expended and the replacement cartridges
• Prior approval shall be granted by the Deputy Chief of Staff for Information Management (DCSIM)
on a case-by-case basis when extra cartridges are required. Extra cartridges will be installed by
the Unit POC. The contractor shall not deliver extra cartridges unless authorized by the
Contracting Officer via a modification to the contract.

• All cartridges shall be guaranteed and free of defects and maintain print quality for the expected

In accordance with guidelines provided in the Environmental Protection Agency’s (EPA)
Consolidated Recovered Materials Advisory Notice (RMAN), Section G-3 covering Toner
Cartridges (see details in the EPA Comprehensive Guidelines section below),
remanufactured cartridges are preferred. When remanufactured cartridges are not
practicable, new toner cartridges made with recovered materials are acceptable.
“Remanufactured” as defined in Federal Acquisition Regulation (FAR) Part 11.001 and in
the General Services Administration Manual (GSAM) Part 552.238-78 means “factory
rebuilt to original specifications.”
“Recovered materials” as defined by the EPA means “waste materials and byproducts
which have been recovered or diverted from solid waste.”

The Contractor shall deliver toner cartridge(s) between the hours of 8:00 a.m. – 4:30 p.m. local (central)
time Monday through Friday, except on recognized U.S. Federal Holidays or when the Government
facility/installation is closed due to local or national emergencies, administrative closures, or similar
Government directed facility/installation closings.

Toner cartridge delivery locations include the Camp Dodge campus and Joint Forces Headquarters both
located in Johnston, Iowa; Des Moines Air Base located in Des Moines, Iowa; and the IA ARNG facilities
located in Iowa City, Cedar Rapids, Waterloo, Fort Dodge, and Boone, Iowa.

Contractor shall provide phone support to DCSIM personnel, and to unit POCs. Contractor’s
representative shall record caller’s name, call-back number, printer model, and location. Voice messages
shall be returned in no less than four (4) hours.

Contractor shall only respond to calls requesting toner cartridges; calls for technical support shall be
routed through the DCSIM/G6 call center. Point of Contact is Mr. Andrew Weers, 515-252-4340 or

Contractor shall provide a monthly report, no later than five (5) business days after the end of each month
to the IA ARNG DCSIM representative, Mr. Andrew Weers, 7105 NW 70th Ave., Johnston, IA 50131-1824;

The monthly report shall include the following information:

• Type of printers serviced
• Printer name of machine serviced (Example: NGIAPRDCSIMHQ03)
• Page count of each machine serviced
• Date(s) of toner delivery and service
• Type of replacement cartridge, location, point of contact, and phone number of requestor

Toner Cartridges:

Toner cartridges are used in laser printers, photocopiers, fax machines and microphotographic printers.
When the toner cartridge is spent, it can be returned to a remanufacturer or the manufacturer to be
refilled, refurbished and cleaned for resale.

EPA's Recovered Materials Advisory Notice (RMAN) Section G-3 (Toner Cartridges) Preference Program
recommends that procuring agencies establish procedures and policies that give priority to
remanufacturing the agencies' expended toner cartridges. EPA recommends that, under such policies
and procedures, agencies procure remanufacturing services for expended cartridges and, when such
services are unavailable or not practicable, obtain remanufactured toner cartridges or new toner
cartridges made with recovered materials from product vendors.
