Milcon P859 dbb cvn 78 aircraft carrier electrical upgrade for various substation locations within Naval Base Kitsap-bremerton, WA. The work includes Design-Bid-Build (DBB) construction upgrades to pier d, including electrical, civil, and structural work to upgrade the east and west shore power connections for simultaneous mooring of cvn 78 and cvn 68 carriers. Tasks include constructing substation z, demolishing/removing facilities 973, 973A, 973B, and substation h, installing supporting facilities and power distribution systems, and providing dedicated 13.8KV underground shore power to support homeporting of cvn 78 (FORD) class and cvn 68 class aircraft carriers at pier d. Contrack Watts, Inc., McLean, Virginia, was awarded a $182,997,000 firm-fixed-price contract for electrical upgrades to support the simultaneous mooring of CVN 78 Class and CVN 68 Class aircraft carriers at Naval Base Kitsap. Work will be performed in Bremerton, Washington, and is expected to be completed by September 2027. Fiscal 2025 Military Construction (MILCON) funds in the amount of $150,560,000 will be obligated at time of award and will not expire at the end of the current fiscal year. Follow-on options may be awarded as MILCON funds are appropriated in future fiscal years. This contract was competitively procured via the sam.gov website, with four proposals received.
