The fct contract encompasses the scope of atc services and associated support Services Required For The Day-To-Day Operation Of Fcts As Defined In The Statement Of Work (SOW). Includes providing air traffic control services at various Visual Flight Rules (VFR) airports within the assigned area, including the United States, puerto rico, the u.s. Virgin islands, Guam, and saipan. The contractor is required to submit a phase-in plan detailing the phase-in timeline, management approach, pre-award and contract award activities, initial phase-in period activities, stakeholder communication, staffing approach, and risk mitigation. Additional required plans and reports include a monthly area facility report, staffing plan, facility training plan, quality control program plan, safety management system implementation plan, facility security plan, phase-out plan, and quarterly program review presentation materials.
