Gaoa Hot Well Dunes Campground Improvements

Background
The Bureau of Land Management (BLM), part of the United States Department of the Interior, is conducting market research through this sources sought notice for campground improvements at Hot Well Dunes. The goal is to gather information on interested businesses and their qualifications to inform an acquisition strategy for a competitive acquisition.

The BLM aims to determine the level of interest from small and large businesses, which may influence potential set-asides for the solicitation.

Work Details
The construction requirement includes all labor, materials, equipment, and supervision necessary for campground improvements at Hot Well Dunes in Graham County, Arizona. Major items of work include:

1) Grading and stabilizing a 1.65-mile road through the site with necessary drainage measures;
2) Regrading the entry parking lot and renovating the fee collection area with a new vault restroom building, information kiosks, picnic cabanas, and concrete walkways; draining and rehabbing the recreation pond along with stabilizing the surrounding nature trail; replacing existing fencing;
3) Constructing a new site host campsite with a concrete RV pad, solar shade structure, water tank, propane backup generator, septic system, and secure storage shed;
4) Renovating 14 campsites with new grills, fire rings, and shade structures (one campsite to comply with ABA requirements);
5) Demolishing and replacing two hot tubs, replacing the solar well pump servicing the tubs, installing a new vault restroom building and information kiosk near the tubs, and replacing all concrete sidewalks and rail fencing;
6) Demolishing and replacing all pipe rail fencing and accompanying rock pillars within the site while spot repairing perimeter barbed wire fencing.

Period of Performance
The anticipated period of performance is approximately 240 calendar days following issuance of the notice to proceed, expected from July 2025 through February 2026.

Place of Performance
The construction projects will be performed at Hot Well Dunes located in Graham County, approximately 32 miles southeast of Safford, Arizona.
