  1. Introduction/Background: The Wisconsin Army National Guard (WIARNG) Maintenance Facilities has a requirement for clean, ready to use cloth hand towels on a weekly and bi-weekly basis depending on the location. The contractor will support up to nine (9) maintenance facilities and two (2) aviation support facilities at various locations in the state of Wisconsin as specified below :
  • FMS 5: W237 N5678 Maple Ave Sussex, WI 53089 (250 every two weeks)
  • FMS 6: 4200 43rd Ave Kenosha, WI 53144 (250 every two weeks)
  • FMS 8: 952 Universal Blvd Whitewater, WI 53910 (500 weekly)
  • FMS 9: 6125 Manufacturers Drive Madison, WI 53704 (250 every two weeks)
  • FMS 12: 9745N Boys Camp Rd Hayward, WI 54843 (250 every two weeks)
  • FMS 13: 2631 N 14th Ave Wausau, WI 54401 (250 every two weeks)
  • FMS 14: 1841 Gaynor Ave Wisconsin Rapids, WI 54495 (250 every two weeks)
  • CSMS: 1 Williams Street, BLDG 50 Camp Douglas, WI 54618 (500 weekly)
  • MATES: 242 East G Street Fort McCoy, WI 54656 (500 every two weeks)
  • AASF 1: 105 Trenton Road West Bend, WI 53095 (250 every two weeks)
  • AASF 2: 1950 Pearson Street Truax Field Madison, WI 54704 (250 every two weeks)
  1. Scope of Work: Contractor must be able to provide clean shop towels and pick up soiled shop towels. The shop towels will be dirtied by petroleum products shall be liable for return of the number and kind of articles furnished for service under this contract. All maintenance facilities require the industry standard shop towel rags. Aviation support facilitites require the industry standard shop towel rags to be free of excessive metal shavings or lint. Contractor shall ensure shop towels provided are clean and free of all visible dirt, debris, dampness, odor, mildew, cleaning chemical residue, and have a uniform appearance.
  2. Period of Performance: Base period April 2024 March 2025 with four additional optional 12 month periods. Pricing will be addressed annually prior to current period ending. Agreements will be issued as Blanket Purchase Agreements and orders will be placed by Ordering Officers at each of the locations subject to the availability of funds.
  3. Work Requirements: Contractor shall invoice monthly. Invoices shall include number of dirty shop towels picked up and clean shop towels dropped off for each location. Invoices shall include description, quantity, unit of measure, unit price and extended price of the items delivered. As part of the requirements under the Wisconsin Department of Natural Resources (WDNR) policy on the handling and management of solvent-contaminated wipes to reflect the requirements in the Environmental Protection Agency (EPA) rule, Conditional Exclusions from Solid Waste and Hazardous Waste for Solvent-Contaminated Wipes; The Contractor SHALL provide an approved industrial waste water discharge permit granted by the Wisconsin Department of Natural Resources or approval letter from a local publicly owned treatment works (POTW).
  4. Schedule/Milestones: All shop towels shall be transported in clean, closed vehicles, provided by the contractor. Breakdowns shall not relieve the contractor of responsibility to make scheduled deliveries under this contract. Contractor's vehicles shall meet all licensing requirements and be properly insured.
  5. Please use the attached speadsheet to provide pricing. You may select which locations you are submitting a quote for with pricing per weekly or bi-weekly delivery as well as extended monthly pricing by location.
