Description

The Department of Commerce, National Institute of Standards and Technology (NIST), on behalf of the Office of Facilities and Property Management intends to contract on a sole source basis, with Washington Suburban Sanitary Commission to provide water and waste water utility services for the NIST campus in Gaithersburg Maryland. Washington Suburban Sanitary Commission (WSSC) is the only provider of such services in Montgomery County which serves Gaithersburg Maryland. NIST has a present and continuing requirement for water and sewer services for the daily operations of the campus.

FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Authority 41 U.S.C. 3304(a) (1) (b) (3) When acquiring utility services (see 41.101 and 41.205), WSSC is the only provider of water and waste-water/sewer services in this area.

The NAICS Code is 924110 Administration of Air and Water Resources and Solid Waste Management Program.

Background
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to contract on a sole source basis with Washington Suburban Sanitary Commission (WSSC) for water and wastewater utility services for the NIST campus in Gaithersburg, Maryland. WSSC is the only provider of such services in Montgomery County, which serves Gaithersburg. NIST has a present and continuing requirement for these services to support daily operations.

Work Details
The contractor will provide water and wastewater/sewer services to the NIST campus in compliance with all applicable laws, rules, codes, industry standards, permits, and regulations. Services must be provided on an uninterruptible daily basis, 365 days per year. The contractor is responsible for maintaining and operating the pipelines and associated equipment in accordance with federal, state, county, and local regulations for safe and sanitary water and wastewater/sewer services.

NIST will pay for services based on actual usage at WSSC's annually published rates after invoice submission and approval. The estimated total value of the contract is $3,777,510.80, which includes approximately $1,840,984.12 for water and $1,936,526.68 for sewer.
