The Army Contracting Command Detroit Arsenal (ACC-DTA) intends to competitively award, under a Total Small Business Set-Aside, a new Firm Fixed Price (FFP) contract for the purchase and install of a Voice Over Internet Protocol (VOIP) recorder, including all necessary mounting hardware, cables, connectors, adapters, and other required components. The installation will encompass necessary equipment, and any additional hardware needed for a complete setup. There is currently no VOIP system in place that will need to be removed. The building is located at 1155 Buckeye Rd., Lima, OH 45804, with the Building Number B345. The project completion date must be 120 days from the date of contract award.

Background
The Army Contracting Command – Detroit Arsenal (ACC-DTA) is issuing this solicitation for the purchase and installation of a Voice Over Internet Protocol (VOIP) recorder. The goal of this contract is to enhance communication capabilities at the facility located at 1155 Buckeye Rd., Lima, OH 45804, specifically in Building Number B345.

There is currently no VOIP system in place, and the project aims to establish a complete setup within 120 days from contract award.

Work Details
The contractor will supply and install a VOIP recorder along with all necessary mounting hardware, cables, connectors, adapters, and other required components. The specific requirements include:
- Support for up to 96 analog channels
- Support for up to 96 digital Private Branch Exchange (PBX) channels
- Support for up to 192 T-carrier/E-carrier/Integrated Services Digital Network/Primary Rate Interface (T1/E1/ISDN PRI) channels
- Support for up to 48 ISDN BRI channels
- Support for up to 560 VOIP channels
- Maximum hard disk capacity: Up to 4 drives with RAID configurations (RAID 1, RAID 5 or RAID 10) supporting up to 18TB
- Standard archive drive: BluRay drive (also supports single-sided DVD-RAM)
- Rack Height Units: 3U
- Operating System: Linux
- Display panel touch screen
- USB jack, line level output, headphone output
- Database: PostgresSQL with internal relational database and programmable retention.
Additionally, the contractor must provide an equipment rack to hold the VOIP recorder.

Period of Performance
120 days from the date of contract award.
