Description

The Department of Veterans Affairs (VA), through the General Services Administration (GSA), is conducting market research to identify vendors capable of providing comprehensive waste management services for the Veterans Integrated Services Network 5 (VISN 5). This initiative is part of an effort by the VA's Network Contracting Office 5 (NCO 5) to ensure proper disposal and management of various types of waste generated across numerous VA facilities. The overarching goal is to maintain compliance with Local, State, and Federal regulations while promoting environmental responsibility and operational efficiency within the VA Capitol Health Care Network.

The scope of work involves a comprehensive suite of waste management services that includes the collection, removal, transportation, and disposal of Regulated Medical Waste (RMW), non-hazardous pharmaceutical waste, solid waste, and single-stream recycling. The contractor will be responsible for providing all necessary labor, equipment, packaging materials, and supplies required for these tasks across multiple locations in Washington D.C., Maryland, Virginia, West Virginia, Kentucky, Ohio, and Pennsylvania. A significant portion of this work involves handling approximately 10 million pounds of waste annually from VISN 5 facilities.

Specific categories of RMW include cultures from medical laboratories that must be incinerated due to their infectious nature; pathological wastes such as tissues and organs removed during medical procedures; research wastes from biological safety level labs; human blood products; sharps used in medical settings; isolation wastes from communicable diseases; unused sharps like needles and scalpels; non-hazardous pharmaceutical wastes including trace chemotherapy materials that require incineration; and Category A infectious substances as defined by hazardous material regulations. Each type requires specialized handling to ensure safety and regulatory compliance.
