The Department of Veterans Affairs (VA), through the General Services Administration (GSA), is conducting market research to identify potential providers for janitorial services within VISN 5. This network encompasses facilities in Maryland, West Virginia, and Washington, DC. The janitorial services being requested include comprehensive cleaning activities across a range of facility types such as hospitals, outpatient care areas, administrative offices, garages, stairwells, hallways, elevators, clinical areas, patient wards, restrooms, lobbies, exam rooms, and waiting rooms. The contractor will be responsible for performing both routine custodial cleaning tasks as well as aseptic cleaning techniques to maintain sterile conditions in sensitive environments like clinical areas. The scope of work may vary from weekly cleanings to daily maintenance tasks depending on the needs specified in individual task orders.

This contract will be structured as a fixed-price Blanket Purchase Agreement (BPA) with a five-year ordering period from March 8th, 2021 to March 7th, 2026. Contractors are expected to provide flexible service schedules that can accommodate first and second shifts throughout the week including weekends if necessary. Coordination with the Contracting Officer Representative (COR) will be essential to ensure that cleaning activities do not interfere with normal business operations or disrupt government functions at any given facility.

Furthermore, contractors must adhere strictly to contractual obligations regarding any modifications or additional cleaning requests initiated by changes in mission assignments. Only designated Contracting Officers have the authority to modify contract terms or approve compensation for extra work outside the initial scope. All invoicing will be conducted electronically via VA's Electronic Invoice Presentment and Payment System using Tungsten Network's platform at no cost to vendors.
