Description

The Department of Veterans Affairs (VA), through the National Cemetery Administration (NCA) Pacific District Contracting Office, is seeking qualified contractors to provide comprehensive grounds maintenance services at Fort Rosecrans National Cemetery in San Diego, California. This initiative is part of the VA's ongoing commitment to honor veterans by maintaining national cemeteries as national shrines, dedicated to preserving the dignity and memory of those who have served. The General Services Administration (GSA) is conducting market research on behalf of the VA to identify potential sources capable of fulfilling this requirement.

The scope of work for this contract encompasses a wide range of services essential for the upkeep and aesthetic enhancement of Fort Rosecrans National Cemetery. Contractors will be responsible for headstone services, gravesite maintenance, turf and grass care, as well as tree, shrub, and planting bed maintenance. Additional responsibilities include managing irrigation systems, drainage systems maintenance, trash and debris removal, pavement sweeping and cleaning, artificial turf upkeep, structure cleaning and lighting maintenance, and providing assistance during ceremonies. These tasks are vital in ensuring that the cemetery remains a serene and respectful environment for visitors paying homage to veterans.

To achieve these objectives effectively, contractors must supply all necessary labor, equipment, materials, and supervision required under this contract. The intended contract type is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) arrangement with a base year followed by two optional periods at the government's discretion. This contract will adhere to regulations outlined in both the Service Contract Act (SCA) and Davis-Bacon Act (DBA), ensuring compliance with federal labor standards.

The NCA aims to gather information on potential vendors' capabilities relative to NAICS 561730 Landscaping Services with a size standard of $9.5 million. The market research will inform acquisition decisions regarding whether this opportunity should be set aside for service-disabled veteran-owned small businesses (SDVOSB) or veteran-owned small businesses (VOSB) if two or more such entities can meet project requirements at fair prices. Interested parties are encouraged to provide their company information along with past performance details relevant to similar projects.
