VA - Grounds Maintenance Fort Bayard National Cemetery - MRAS

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors for grounds maintenance services at Fort Bayard National Cemetery. The primary goal of this initiative is to ensure that the cemetery's grounds are maintained to a high standard, honoring the memory of those who have served in the military. This effort aligns with the VA's commitment to providing dignified and respectful burial sites for veterans and their families.

The scope of work outlined in the Performance Work Statement (PWS) includes a comprehensive range of services necessary for maintaining the cemetery's landscape and facilities. These services encompass interment and disinterment operations, headstone maintenance, gravesite care, and general upkeep of turf, trees, shrubs, and planting beds. Additionally, contractors will be responsible for irrigation system management, drainage system maintenance, trash removal, pavement cleaning, ice prevention/snow removal, structure cleaning, light maintenance tasks, janitorial duties, and assistance during ceremonies.

To fulfill these requirements effectively, contractors must provide all necessary labor, equipment, materials, and supervision. The contract will be structured as a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a base year and four optional periods. This structure allows flexibility while ensuring consistent service delivery throughout each phase of performance.

The VA seeks responses from businesses classified under NAICS 561730 Landscaping Services with size standards up to $9.5 million. Depending on market research findings indicating sufficient qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs), the VA may set aside this solicitation exclusively for these entities per statutory guidelines. Responses gathered through this market research will guide acquisition decisions and inform any subsequent solicitation announcements on SAM.gov or GSA eBuy platforms.
