Description

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is conducting market research to enhance environmental compliance and safety measures at its facilities. This initiative involves the VA North Texas Health Care System (VANTHCS), which includes the Dallas VA Medical Center, Garland VA Medical Center, and Sam Rayburn Memorial Veterans Center. The primary objective is to ensure these facilities adhere to federal and state regulations concerning spill prevention and pollution control.

The work requested involves developing, implementing, and maintaining a comprehensive Spill Prevention Control and Countermeasure Plan (SPCC) alongside an Integrated Contingency Plan (ICP) and Pollution Prevention (P2) Plans. These plans are mandated by the Clean Water Act and outlined in 40 CFR 112, requiring facilities with significant oil storage capacities to prevent discharges into U.S. waters. The plans will incorporate guidelines from the Texas Commission on Environmental Quality (TCEQ) compliance notebook RG-543 Rev. April 2022, ensuring uniform inspections for both aboveground and underground storage tanks.

Additionally, VANTHCS requires updates to its existing ICPs for medical centers that necessitate both SPCC and P2 Plans. This update will ensure compliance with the Resource Conservation and Recovery Act as well as relevant federal regulations such as 40 CFR 280, TCEQ's Title 30 Texas Administrative Code Chapter 334, and provisions from the Underground Storage Tank Compliance Act of 2005 under the Energy Policy Act (EPACT).
