Description

The Mann-Grandstaff VA Medical Center (hereafter 668-SPO its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT) or Critical Care Transport (CCT) services. The contactor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays.

Background
The Mann-Grandstaff VA Medical Center (668-SPO) and its associated Community-Based Outpatient Clinics (CBOCs) require contracted non-emergency ambulance transportation services to support their mission of serving over 45,000 veterans in the Spokane, WA area.

The goal of this contract is to provide reliable and timely ambulance services including Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT), and Critical Care Transport (CCT) services, available 24/7, including weekends and holidays.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of ambulance services. Specific tasks include:
1. Providing Urgent and non-emergent Stretcher Transports, BLS, ALS, SCT, and CCT on an as-needed basis while complying with all federal, state, and local regulations.
2. Transporting patients along with their luggage, medical records, medications, and comfort items at no additional cost.
3. Ensuring that all contractor personnel are courteous and conduct themselves professionally.
4. Employing qualified Emergency Medical Technicians (EMTs) and Critical Care Transport Paramedics (CCTPs) who meet all necessary certifications and licensing requirements.
5. Conducting background checks on all personnel to ensure compliance with VA standards.
6. Maintaining ambulances in accordance with applicable regulations and ensuring they are clean and well-maintained.
7. Utilizing the VetRide Vendor Portal or VA-approved Transportation Software for managing transportation requests and invoicing.

Period of Performance
The contract will be performed over a five-year period from November 1, 2025 to October 31, 2030.

Place of Performance
Services will be performed primarily at the Mann-Grandstaff VA Medical Center located at 4815 N. Assembly St., Spokane WA 99205.
