USMC - TSD Power Systems Maintenance - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the United States Marine Corps (USMC) to identify qualified contractors capable of providing comprehensive technical and maintenance support services. This initiative is directed towards sustaining the Telecommunications Facilities Uninterrupted Power Supply (UPS) DC Power Systems at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River. The primary goal of this contract is to ensure continuous and reliable voice and data communications capabilities by maintaining, repairing, and replacing necessary telecommunications equipment in these critical military installations.

The scope of work includes a variety of technical support services that encompass both remote and on-site maintenance, diagnostics, routine assistance, and emergency response capabilities. Contractors are expected to provide prompt service or support ticket numbers for each request related to repair or replacement (R&R) activities. A significant aspect of the work involves fault isolation, problem resolution, system restoration from OEM facilities for inverter and rectifier systems, along with ensuring seamless communication through telephonic or electronic means.

Additionally, contractors are tasked with offering initial Tier 1 support for basic technical issues while facilitating escalation with Original Equipment Manufacturers (OEMs). They must also maintain day-to-day operations for power inverters and rectifiers at both MCB Camp Lejeune and MCAS New River. The contract mandates that all technical support be conducted by either the OEM or an authorized partner to ensure quality standards are met. Furthermore, contractors must guarantee timely responses within 24 hours for non-critical issues and immediate attention for critical service-affecting problems.

The contract also specifies requirements for repair and replacement services under which contractors must facilitate advanced replacement processes for devices or parts needing expedited resolution prior to returning faulty items to the OEM. It includes provisions for shipping replacement devices promptly within specified timeframes. By fulfilling these responsibilities, contractors will play a crucial role in maintaining uninterrupted communication services essential to the operational readiness of USMC facilities.
