Description

The General Services Administration (GSA), on behalf of the United States Marine Corps (USMC), is conducting market research to support the Marine Corps Base (MCB) Camp Lejeune. The primary objective of this initiative is to enhance the capabilities of Marine Corps Installations East (MCIEAST) through comprehensive non-personal support services. These services will focus on Regional Facility Related Control Systems (FRCS) Monitoring, cybersecurity, Assessment and Authorization (A&A), and maintenance of Authority To Operate/Authority To Connect (ATO/ATC) packages. Additionally, data center support and administration for monitoring platforms, virtualized environments, servers, and associated applications are required.


The G-F Department's Public Works Division at Camp Lejeune requires expert assistance in monitoring cybersecurity threats across MCIEAST facilities while providing essential training and knowledge transfer. This initiative aligns with the Homeland Security Presidential Directive 12 (HSPD-12), which mandates specific criteria for contractors needing access to U.S. Government installations or IT systems. Contractors must undergo Personnel Security Investigations to confirm their suitability for roles that require public trust positions.


The scope of work includes a wide range of tasks essential for maintaining robust cybersecurity measures within MCIEAST installations. The contractor will be responsible for architecting, implementing, managing, and maintaining the Regional FRCS Monitoring Platform known as Dragos. This involves conducting inspections and surveys to ensure integration with the platform, configuring encrypt/decrypt devices for secure connections via approved VPNs, managing Dragos Sitestore sensors for threat detection, and developing policies related to cybersecurity accreditation packages.


Additional responsibilities include providing continuous monitoring of FRCS networks across MCIEAST regions, assisting with incident response regionalization efforts between installations and relevant command groups like MCCOG, hosting FRCS servers using existing VPN tunnels where feasible, and offering comprehensive training for system users. The contractor will also maintain Nutanix Hyperconverged Virtual environments necessary for supporting installation servers and assist system administrators with access management.
