Amendment A00001 is posted in response to questions. The due date for responses to the solicitation remains unchanged.

The U.S. Coast Guard Yard has a requirement for the delivery and installation of one (1) fabric enclosure as outlined in the attached solicitation and related documentation.

The Contractor will be required to provide the fabric enclosure, all labor, supervision, and material/tools as outlined in the Statement of Work.

Site visits are authorized and will be available as follows:

09/22/2025 09/25/2025 from 0900 to 1300 EST

The place of performance is the U.S. Coast Guard Yard, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. The Government intends to award one fixed price contract, as a result of this solicitation. Background
The U.S. Coast Guard Yard is responsible for vessel overhaul and repair services for various platform types. The current fabric enclosures used during preservation operations are failing, posing hazards to personnel and the environment. This contract aims to replace these structures with a new fabric enclosure that meets safety and environmental standards.

Work Details
The contractor is required to deliver and install one (1) movable fabric enclosure, including all labor, materials, and accessories as specified in the Statement of Work. The enclosure must meet the following specifications:

- Dimensions: Each half of the enclosure shall have a width of 44’, overall length of 62’, center height of 42’, sidewall height of 36’, and inside clear width of 40’. When assembled, the total dimensions will be 44’ wide, 124’ long.

- The structure must be constructed in two halves: a stationary half secured to an existing concrete base and a moveable half that can be moved at least 110’ away from the stationary half.

- Materials: The enclosure must be covered with translucent or white flame-retardant PVC laminated fabric with a minimum weight of 18 oz.

- Compliance: The design must comply with OSHA regulations, International Building Code (IBC), National Electrical Code (NEC), and other relevant standards.

- Installation: The contractor must provide detailed design calculations stamped by a licensed Professional Engineer, ensuring compliance with all applicable codes. Installation must be coordinated with the U.S. Coast Guard Yard representative.

Period of Performance
The installation period is up to four weeks, scheduled between February 1, 2026, and May 1, 2026.
