Description

The United States Coast Guard (USCG) is seeking information from potential offerors who are interested in, and capable of providing repair, maintenance and upgrade support services for the Naval Special Warfare (NSW) 11 Meter (11M) Rigid Inflatable Boats (RIBs). U. S. Coast Guard Maritime Security Response Teams (MSRT) utilize 11M RIBs as part of the operational resources. The 11M RIBs require periodic maintenance as well as design upgrades to improve performance and extend usable life of the boats and associated equipment. The USCG is expected to own four of these by the end of FY24, and eight by the end of FY25.

This RFI seeks information of potential offerors that have the capacity to perform this required service, please provide the following information:

Tailored capability statements addressing the particulars of this effort, with appropriate documentation to support claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The capability statements shall address, at a minimum, the following items:
1. Can or has your company managed a similar task of this nature? If so, please provide details.
2. What type of work has your company performed in the past in support of the same or similar requirement?
3. What specific technical skills does your company possess which ensure capability to perform the tasks?
4. What is your company's size and socio-economic status?

Background
The United States Coast Guard (USCG) is seeking information from potential offerors who are interested in, and capable of providing repair, maintenance and upgrade support services for the Naval Special Warfare (NSW) 11 Meter (11M) Rigid Inflatable Boats (RIBs). USCG Maritime Security Response Teams (MSRT) utilize 11M RIBs as part of the operational resources. The 11M RIBs require periodic maintenance as well as design upgrades to improve performance and extend usable life of the boats and associated equipment. The USCG is expected to own four of these by the end of FY24, and eight by the end of FY25.

Work Details
The Contractor shall provide repair, maintenance, and upgrade support services for the fleet of 11M RIBs predominantly located in San Diego, California, and Chesapeake, VA. The scope includes pre-defined Work Packages for low, medium, and high-level maintenance for trailers and boats, including hull preservation. The Contractor must be capable of meeting anticipated volume of work under normal or surge conditions within specified deadlines. Additionally, the Contractor must have appropriate facilities, equipment, personnel, and capacity to perform work on fiberglass, composite, Kevlar, and gel coat materials in compliance with all applicable regulations.

The Contractor shall also report ALL contractor labor hours required for performance of services provided under this contract.

Period of Performance
Date of contract award through a three (3) year ordering period.

Place of Performance
Contractor facilities shall be within thirty (30) miles of sites in San Diego, California and Chesapeake, Virginia unless otherwise specified in the Task Order.
