The United States Agency for International Development (USAID), through its Office of Security (SEC), is dedicated to safeguarding USAID personnel and critical assets worldwide. The agency's overarching goal is to ensure that its mission can be accomplished safely and securely, despite the threats posed by terrorism and criminal activities. To achieve this, USAID has established comprehensive security solutions that are adaptable to evolving threats, ensuring the protection of its employees who serve in various missions globally.

In alignment with national directives such as the National Security Presidential Directive 12 (NSPD 12) and Presidential Policy Directive 30 (PPD 30), USAID/SEC launched the Personnel Recovery Employee Education, Management, Prevention, and Training (PREEMPT) program in September 2013. This initiative aims to mitigate vulnerabilities faced by U.S. personnel abroad by preparing them for potential risks such as kidnapping or hostage situations. The PREEMPT program focuses on organizing, training, and equipping agency management, mission staff, and at-risk personnel to effectively respond to isolating incidents.

The scope of work under this contract encompasses a wide range of security training programs designed to enhance safety at USAID missions and among AID/Washington personnel. Key training areas include Armored Vehicles Driver Training (AVDT), Mission Security Coordinators (MSD), Executive Officer Security Responsibilities, Safety during Elections, Improvised Explosive Devices Identification and Avoidance, Active Shooter response strategies, Stop the Bleed techniques, Traveler Awareness programs like Know Before You Go, Pandemic Preparation protocols, Unwanted Attention and Street Harassment avoidance tactics, and Bystander Intervention methods.

The contractor will be responsible for managing all administrative tasks related to fulfilling these training services. This includes supporting travel arrangements for contract employees involved in overseas assignments as well as handling medical services necessary for international travel compliance with visa/passport requirements. All work must adhere strictly to current professional industry standards while aligning with policies set forth by the Department of State (DOS), Diplomatic Security (DS), and USAID guidelines.
