Purchase Agency: U.S. Agency for International Development (USAID)

Reason for Purchase: USAID is seeking market research to inform decisions regarding health insurance, life insurance, and agency-matching for an agency-sponsored retirement savings plan for U.S. Personal Services Contractors (USPSCs). The goal is to ensure that USPSCs receive comparable benefits to U.S. direct-hire employees and remain competitive in recruiting high-quality personnel.

Work to be Acquired: The contractor will conduct market research and analyze industry standard health and life insurance plans, as well as 401(k) plans, to provide advice on appropriate financial contributions for USPSC benefits. They will also analyze organizations that provide benefits administration services for small organizations and compare costs and service offerings. Based on these analyses, the contractor will draft a statement of work for a contract to provide expert advisory services on health and life insurance and agency-matching of the 401(k) plan.

Timeframe of Acquisition: The period of performance is three months starting from March 1, 2023.

Place of Performance/Delivery: The work is anticipated to be done virtually, with weekly virtual meetings and mid-project and end-of-project meetings held virtually or in Washington, D.C. as necessary.

Notable Information: The contractor will need to provide Power Point/Google Slides presentations for USAID senior executives and written reports with analysis and recommendations based on market research. The deliverables will include methodologies for adjusting financial support to health and life insurance benefits over time and any recommended agency-matching of 401(k) plan contributions. Weekly meetings will be held to update USAID on progress, and mid-project and end-of-project meetings will be held with senior executives. The staffing for this project includes a Senior Data Scientist, supported by a Mid-level Data Scientist and a Program Associate.
