Description

The U.S. Agency for International Development (USAID), in collaboration with the General Services Administration (GSA), is conducting market research for the Healthy Ocean, Protected Environment (HOPE) for a Resilient Community Activity. This initiative aims to enhance biodiversity conservation efforts in Timor-Leste, focusing on its coastal and marine environments. The overarching goal is to support local communities in becoming more resilient to climate impacts while promoting the sustainable use of natural resources within development frameworks.

Timor-Leste's strategic location within the Coral Triangle a global center of marine biodiversity underscores the significance of its coastal and marine ecosystems. These ecosystems are vital not only for ecological balance but also for the economic and cultural well-being of local communities. The country's waters are home to diverse species and habitats, including mangroves, seagrasses, and coral reefs that provide essential breeding grounds and habitats for numerous marine species.

The HOPE initiative seeks to address challenges such as unsustainable fishing practices that have historically affected these ecosystems. By improving resilience in these coastal marine environments, the project also aims to bolster the resilience of communities reliant on them for food security and livelihoods. This includes safeguarding endangered species like the Napoleon wrasse, certain groupers, critically endangered hawksbill turtles, endangered green turtles, and vulnerable dugongs that inhabit these waters.

Through this activity, USAID strives to develop Timor-Leste's offshore fishing industry while ensuring that access agreements are well-structured and beneficial for local fishers. By fostering sustainable practices and enhancing ecosystem resilience, HOPE aims to contribute significantly to both environmental conservation and socioeconomic development in Timor-Leste.
