Description

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to identify capable contractors for a comprehensive HVAC maintenance project at Wheeler Army Airfield, Wahiawa, Hawaii. This initiative is part of the USAF's ongoing efforts to ensure optimal air quality and system efficiency within its facilities, aligning with national health and safety standards. The overarching goal is to maintain a clean and safe environment for personnel by addressing potential air quality issues through meticulous inspection, cleaning, and sanitization processes.

The project focuses on the inspection, cleaning, and sanitization of 14 Air Handling Units (AHUs) and their associated ductwork in Building 310 at Wheeler Army Airfield. The scope of work includes the removal of dust, debris, and microbial contaminants from these systems as well as addressing surface microbial growth in room 107. The contractor will be required to adhere to National Air Duct Cleaners Association (NADCA) standards throughout the process. This involves thorough cleaning of duct interiors, registers, diffusers, grilles, and AHU components such as coils and fans using HEPA-filtered vacuum systems and approved non-toxic cleaning agents.

In addition to ensuring cleanliness and compliance with health standards, safety is a critical component of this project. Contractors must comply with Occupational Safety & Health Administration (OSHA) regulations concerning fall protection due to the facility's height requirements. Furthermore, all personnel involved must use personal protective equipment (PPE) during operations that involve dust or microbial contaminant removal. The contractor must also provide certifications for NADCA-certified HVAC Cleaning Specialists prior to accepting the award.

Overall, this contract represents an essential effort by the USAF to maintain high environmental quality standards within its facilities while ensuring compliance with applicable federal, state, and local regulations. Through this market research request facilitated by GSA eBuy platforms under multiple contract solutions frameworks, potential contractors are invited to demonstrate their capability in delivering these specialized services efficiently.
