Description

The United States Air Force (USAF), through the General Services Administration (GSA), is actively conducting market research to support the 688th Cyberspace Wing's (688 CW) modernization and innovation initiatives. The overarching goal is to enhance the USAF's capabilities in cyberspace operations by adopting a commercial solutions model that addresses the challenges posed by a rapidly evolving technological landscape. This initiative aligns with the priorities outlined by the Secretary of the Air Force, focusing on building a robust network of integrated weapons, sensors, and analytic tools across various warfighting domains.

The work being requested involves implementing a commercial framework that allows for rapid development and integration of innovations within the Air Force's operational structure. This includes designing, developing, integrating, testing, prototyping, and preparing for full implementation of validated innovations to achieve desired end states. The aim is to create an agile avenue for prototyping selected innovations while establishing a digital foundation that supports warfighting efforts through data collection and artificial intelligence.

In addition to developing innovative roadmaps and governance structures, contractors will be tasked with ensuring continuity training and support throughout the implementation process. This involves deliberate examination of readiness challenges specific to 688 CW and aligning potential innovations with their mission objectives. The effort also includes managing a consortium of technology companies, venture capital firms, academic institutions, and governmental organizations to facilitate innovation adoption.

Furthermore, this project emphasizes leveraging expertise in areas such as data analytics, AI/ML technologies, DevSecOps methodologies, continuous process improvement frameworks like Lean Six Sigma, and operational assessments. Contractors are expected to bring personnel with certifications in these areas along with strong facilitation skills for both in-person and online learning environments. By doing so, they will help transform business operations within DoD components into more nimble entities capable of rapid adaptation in response to emerging threats.
