Description

The General Services Administration (GSA) is conducting market research on behalf of the United States Air Force (USAF) for the implementation of a Remote Universal Monitoring System at Joint Base McGuire-Dix-Lakehurst. This initiative is spearheaded by the 87th Communications Squadron, which aims to enhance spectrum monitoring capabilities critical for supporting and protecting spectrum-dependent missions and weapon systems. By employing advanced receivers and software, the system will automatically detect radio frequency parameters, verify known and unknown users, prevent risks from electromagnetic radiation emitters, and mitigate interference affecting command and control systems.

The project seeks comprehensive services that include the installation and deployment of monitoring receivers and software. The selected contractor will be responsible for ensuring seamless integration through solution testing, providing ongoing technical support, and maintaining system upkeep. Additionally, there is a requirement to purchase a monitor to be installed at the control site. The overarching objective is to establish a base-wide electromagnetic monitoring system that allows real-time data observation and swift responses to potential threats from unknown emitters.

The Remote CEPTOR Monitoring System will incorporate several key components: an upgraded control site with an overhead wall-mounted TV/Monitor featuring a 16:9 aspect ratio with at least a 42-inch diagonal display; CEPTOR upgraded with the Signal Classification Module; two remote sites equipped with Universal Monitoring System (UMS400) featuring Panorama Scan; Antenna DC Feed; RAM Extension; CEPTOR Remote Software Package capable of search, observe, collect data, calculate spectrum usage, signal classification; HE600 Omnidirectional Antenna covering 20MHz - 8GHz range along with all necessary cables, adapters, antenna masts; engineering/integration services; as well as thorough system verification/testing to ensure operational integrity upon installation.

This contract will be established as a firm-fixed-price agreement focused on furnishing, installing, and sustaining the necessary equipment for the 87th Communications Squadron. It maintains clear professional boundaries by ensuring that service providers are accountable solely to their contractor while remaining responsible to the Government. This approach ensures efficient management without direct supervision or control over contract service providers by government personnel.
