USAF - JWAC Acquisition Advisory and Assistance Services - MRAS

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing comprehensive contract administration support services for the Joint Warfare Analysis Center (JWAC). The primary goal of this initiative is to enhance the efficiency and effectiveness of JWAC's contract portfolio management by leveraging the expertise of qualified contractors. These services are integral to ensuring that JWAC's acquisition processes align with Federal Acquisition Regulations (FAR) and other relevant policies, ultimately supporting mission objectives through well-managed contracts.

The solicitation outlines a requirement for a contractor to provide expert advisory and assistance services specifically tailored to contract administration. The contractor will be engaged in various pre- and post-award activities, including executing contract management actions, assisting with market research, reviewing acquisition packages for compliance, and preparing both classified and unclassified contract actions. Additionally, the contractor will be tasked with developing Independent Government Cost Estimates (IGCEs), conducting cost and price analyses of proposals, preparing solicitation documents, monitoring contract performance metrics, and assisting in the preparation of responses to inquiries or notifications from other agencies or congressional bodies. The role requires personnel who possess a bachelor's degree in relevant fields such as Business Administration or Contract Law, along with significant experience as a Contract Specialist within federal service or active duty United States Armed Forces.

This requirement further specifies the need for a Senior Acquisition Support team consisting of four Full-Time Equivalents (FTEs) focused on pre-award phase activities. This team will play an essential role in defining requirements through stakeholder engagement and market research while ensuring that acquisition strategies are informed by comprehensive market insights. Their efforts will also include leading workshops for requirements development and crafting Statements of Work (SOWs) that are aligned with agency goals. By securing these services, JWAC aims to foster robust acquisition planning processes that lead to successful contract awards meeting operational needs effectively.
