USAF - HVAC Preventative Maintenance & Repair - JB Andrews, MD - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify potential contractors capable of providing mechanical and power systems services at the Air National Guard Readiness Center (ANGRC) located at Joint Base Andrews in Maryland. The overall goal of this contract is to ensure that the ANGRC's Heating, Ventilation, Air Conditioning (HVAC), refrigeration systems, and emergency standby power systems are maintained, repaired, installed, and modified as needed to support operational readiness. This initiative underscores the USAF's commitment to maintaining critical infrastructure in optimal condition.

The scope of work involves comprehensive services performed by certified skilled technical personnel who will be responsible for repairing, installing, and making minor alterations to HVAC and refrigeration systems along with associated control modifications. Additionally, the contractor will handle repairs and modifications to emergency standby power systems. While daily preventative maintenance checks are currently conducted by in-house facility technicians, this contract seeks external expertise for more specialized tasks that require adherence to stringent federal, state, and local regulations as well as specific building codes. The contractor must ensure all work complies with safety standards such as SIAD Regulation 420-7 for fire prevention and protection and COE Regulation 385-1-1 for safety.

Services are required seven days a week at specified buildings within Joint Base Andrews except on recognized U.S. federal holidays or during any government-directed facility closures due to emergencies or administrative reasons. The contractor must provide all necessary management oversight along with supplies, equipment, transportation, and labor required for task execution. Coordination among different trades is essential to meet manufacturer specifications effectively; therefore, contractors must maintain an adequate workforce capable of delivering uninterrupted performance throughout the contract duration.

The contract period consists of a base year spanning 12 months with four additional option years available upon satisfactory performance. This structured timeline allows for continuity in service provision while offering flexibility should requirements evolve over time. The solicitation emphasizes quality control measures including government quality assurance assessments and quarterly progress meetings aimed at evaluating contractor performance against predetermined benchmarks.
