Description

The General Services Administration (GSA) is conducting market research on behalf of the United States Air Force (USAF) for a project aimed at upgrading the Deployment and Reception Surveillance/Presentation System at Travis Air Force Base (AFB). The goal of this initiative is to ensure compliance with Section 889 of the John S. McCain National Defense Authorization Act (NDAA) of 2019, which prohibits the use of certain telecommunications equipment or services. This contract seeks to replace outdated systems with new, compliant IP-based surveillance cameras and associated presentation equipment that adhere to both the NDAA and Trade Agreement Act (TAA) standards.


The scope of work involves a comprehensive removal and upgrade of existing non-compliant surveillance and presentation systems across several facilities at Travis AFB, including Buildings 31, P1, P3, 977, and the Pole Barn. The contractor will be responsible for providing all necessary personnel, equipment, supplies, transportation, tools, materials, supervision, and other items required to complete this project. This includes designing a proposal for installing 20 TAA-compliant IP-based camera systems in specified locations.


The upgraded system aims to enhance operational capabilities by ensuring that deployment and reception operations are accessible from key areas such as the Deployment Control Center (DCC), Crisis Action Team (CAT), Alternate CAT locations, Passenger Deployment Function (PDF), Cargo Deployment Function (CDF), and Air Passenger Terminal (APT). The new system will feature advanced day/night cameras with motion detection capabilities that automatically start recording upon detecting movement. Additionally, SIPR data will be integrated into one workstation within the DCC for secure data handling.
