USAF - Command and Control of the Information Environment - MRAS

The Air Force Life Cycle Management Center (AFLCMC), through its Cyber Systems Group, is spearheading an initiative known as the Command and Control of the Information Environment (C2IE) Program. This program is designed to enhance the United States Department of Defense's (DoD) capabilities in Joint All-Domain Operations by offering Globally Integrated Operations. The overarching goal is to provide superior situational awareness and enterprise command and control to support global campaigning efforts. The C2IE solution is a sophisticated, web-accessible platform that leverages machine learning and data analytics to facilitate decision advantage for the Joint Force.

To continue advancing the C2IE capabilities, AFLCMC is seeking input from small businesses with expertise in specific technical areas. The work involves three primary capability areas: Software Operations & Maintenance, Software & Database Enhancements, and Acquisition of Publicly Available Information. These areas encompass tasks such as productivity operations, data integration, cloud-based production instances, complex software development efforts, and procurement of publicly available information for integration into broader analytics frameworks.

The solicitation specifies that respondents must be certified at Capability Maturity Model Integration (CMMI) Level 4 and have experience with an array of technologies including Java, React, Node.js, PostgreSQL, ElasticSearch among others. Additionally, potential contractors should have experience working within multi-vendor environments where integration across various software solutions was required. A facility in San Antonio TX is necessary due to operational requirements.

Moreover, respondents are expected to demonstrate proficiency in utilizing AWS GovCloud architecture for software deployment and development within multi-domain environments. Experience with DevSecOps practices specific to DoD Continuous Integration/Continuous Development processes is also crucial. The ability to integrate third-party software into complex systems and transition core functionalities from open-source platforms to AWS resources will be vital competencies for participating firms.
