USAF - Air Force Capability Analysis Tradeoff Tool - MRAS

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to explore capabilities related to providing advisory and assistance services for strategic planning and programming. This initiative is spearheaded by the Headquarters United States Air Force Deputy Chief of Staff for Strategy, Integration, and Requirements (HQ USAF/A5/7) alongside the Integrated Capability Command. The primary goal is to offer analytic decision support to senior Air Force leaders through various strategic activities including strategy development, operational concept formulation, capability assessments, and war planning.

The work requested encompasses a range of tasks aimed at enhancing the USAF's capability analysis and tradeoff processes. Central to this effort is the development of the Air Force Capability Analysis and Tradeoff Tool (COMPASS), which supports accelerated capability development planning. COMPASS plays a critical role in managing analysis across the Strategy, Design, Planning, Programming, Budgeting, and Execution (SDPPBE) cycle. It helps identify dependencies and potential gaps in capabilities needed for future conflicts while optimizing force design within fiscal constraints.

One of the key tasks involves applying engineering excellence through full-stack solutions that comply with Certificate to Field (CtF) standards and Continuous Integration/Continuous Delivery (CI/CD) pipeline requirements. The engineering team will be responsible for designing a high-quality cloud-native software platform using modern technologies such as Python, Flask, PostgreSQL, among others. This includes ensuring rigorous automated testing and scanning using tools like SonarQube and Fortify to maintain code quality and security compliance.
