Description

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to develop an Advanced Market Research Tool (AMRT). The primary objective of this initiative is to enhance the efficiency and effectiveness of market research processes within the 448th Supply Chain Management Wing. This effort aims to streamline sourcing activities, reduce lead times, and improve supply chain risk management through advanced technological solutions. The contract for this project will be a Firm-Fixed Price agreement with a period of performance spanning one base year plus four option years.

The work requested involves the development and implementation of an AMRT that automates data collection, integration, analysis, and report generation. This tool is expected to leverage advanced technologies such as Artificial Intelligence (AI), Machine Learning (ML), Graph Databases, and Semantic Web technologies. The solution will support various market research activities by automating the completion of Air Force market research forms in compliance with Part 10 - Market Research rules and regulations. Key functionalities include data ingestion from diverse sources like SAM.gov, open-source intelligence, commercial datasets, government databases, unstructured data sources, RFI responses, and Sources Sought notices.

Additionally, the AMRT will process and analyze data by employing AI/ML algorithms for tasks such as market trend analysis, threat identification, risk assessment related to supply chain risks, predictive modeling of market behavior including supplier readiness assessments based on past performance metrics. The tool will also facilitate entity extraction and relationship discovery to identify connections between parts vendors and requirements while providing sentiment analysis capabilities for evaluating supplier communications.
