Description

The U.S. Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is conducting market research to identify capable contractors for grounds maintenance services at the Neville Island Complex located at 3500 Grand Avenue, Pittsburgh, PA. This complex serves as a critical operational hub, housing various branches such as the Locks and Dams Branch, Water Quality Management Field Office, and others. The facility spans approximately 19.5 acres and includes 14 buildings with significant waterfront infrastructure used for mooring operations.


The scope of work involves comprehensive grounds maintenance services that encompass several specific tasks. Contractors are required to provide all necessary resources including management, personnel, materials, supplies, tools, equipment, fuel, and vehicles to execute the maintenance services efficiently. The work includes but is not limited to mowing approximately 2.9 acres of grass during the designated mowing season from April 15 to October 15. Additionally, tasks include pruning and mulching activities over specified areas within the complex.


Furthermore, herbicide application is required over an area of approximately 8.1 acres to manage unwanted vegetation effectively. The contract also specifies detailed requirements for mowing around equipment in certain areas such as the Turn-In Area along N-104 which features raised terrain that demands careful navigation during mowing operations.
