Description

The General Services Administration (GSA), on behalf of the U.S. Army Corps of Engineers (USACE), is conducting market research to support a new contract initiative aimed at enhancing retirement planning for federal employees. This initiative is designed to provide comprehensive training that will assist employees at various stages of their careers in making informed financial and benefits-related decisions, ensuring they are well-prepared for retirement.


The scope of work involves developing and delivering a series of training programs that focus on financial literacy, federal retirement systems, and strategic preparation for retirement. The contractor will be responsible for creating courses that cater to early-career, mid-career, and pre-retirement planning needs. These courses will cover key topics such as the Thrift Savings Plan (TSP), Federal Employees Retirement System (FERS), Civil Service Retirement System (CSRS), Social Security benefits, health insurance options, and other critical components of federal employee retirement planning.


The contractor is expected to deliver these training sessions in multiple formats including in-person, virtual, or hybrid models to accommodate various learning preferences and logistical requirements. The training will include instructor-led sessions complemented by interactive workshops and Q&A opportunities to enhance understanding. Additionally, the contractor must provide comprehensive training materials and online resources for participants' ongoing reference.


Performance metrics are established with a goal of achieving at least 90% participant satisfaction based on post-training surveys. The contract will span one base year with four optional one-year extensions. Compliance with federal regulations regarding security requirements is mandatory when handling sensitive employee information during the execution of this contract.
