Description

The United States Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is undertaking a market research initiative to identify qualified contractors capable of providing comprehensive facility support services. This initiative aims to ensure the efficient operation and maintenance of Marine Forces Reserve (MARFORRES) facilities across the continental United States. The overarching goal is to secure a single contractor who can manage and execute a wide range of services, thereby enhancing operational efficiency and maintaining high standards of facility management.

The scope of work outlined in this solicitation covers several key service areas essential for maintaining MARFORRES facilities. These include Facilities Investment (Sustainment, Restoration, and Modernization - SRM), custodial services, pest control, refuse collection and recycling, grounds maintenance, and pavement clearance such as snow removal. The primary focus will be on Facility Investment (SRM) tasks that encompass preventative maintenance, repairs, troubleshooting existing systems, servicing ongoing operations, emergency response services, as well as limited construction alterations or renovations. Contractors are expected to demonstrate expertise in managing these diverse functions effectively across multiple sites.

In detail, Facility Investment tasks will require planned maintenance and repair work on various systems critical to facility operations. This includes HVAC systems where contractors will handle boilers, chillers, air handling units among others; mechanical systems involving pumps and hydronic piping; and plumbing systems which cover drains and water heaters. The selected contractor must be proficient in executing timely responses to Maintenance Service Orders classified by urgency whether routine or emergency to ensure uninterrupted functionality of all infrastructure components within the designated facilities.
