USACE - ANC Cultural Resources Support - MRAS

The U.S. Army Corps of Engineers, Baltimore District (USACE) is seeking contractor support for Cultural Resource Management (CRM) at the Arlington National Cemetery (ANC) and Soldiers' and Airmen's Home National Cemetery (SAHNC). Operating under the auspices of the Army National Military Cemeteries, these cemeteries must comply with various cultural regulations, including the National Historic Preservation Act (NHPA). The goal is to ensure that ANC adheres to all relevant federal, state, local, and Department of Defense cultural resource compliance requirements. This initiative underscores the importance of preserving historical integrity while honoring those who served in America's military.

The contractor will perform several key tasks as part of this project. One significant responsibility involves preparing Section 106 compliance documents as required by NHPA. This includes drafting consultation letters and coordinating with project stakeholders to ensure that any actions affecting historic properties are properly documented and communicated to relevant authorities such as the Virginia State Historic Preservation Office and the District of Columbia Historic Preservation Office. Additionally, contractors will support Environmental Assessments (EAs) by reviewing cultural resource products related to NEPA processes, ensuring compliance with established timelines and protocols.

Another critical aspect of this contract involves identifying cultural resources on ANC and SAHNC grounds for potential inclusion on the National Register of Historic Places under Section 110 compliance. This task requires conducting site visits, evaluating archaeological sites, preparing technical assessments, and coordinating nomination packages for eligible properties. The contractor will also attend various meetings related to cultural resource management at ANC to maintain effective communication with project managers and stakeholders.

Furthermore, a comprehensive Cultural Landscape Report (CLR) is required for Arlington National Cemetery to identify historic properties in accordance with NHPA Section 110. This report aims to document lands acquired over the past decade that have not been extensively studied before. The CLR will help integrate new areas into ANC's existing cultural landscape framework while maintaining its historical significance as America's most sacred shrine dedicated to military service members.
