AS OF 11/15/10, THE OFFICIAL RFP HAS BEEN POSTED TO FEDBIZOPPS under CSM090016091-3.

The RFP for the Operational Support A&AS effort shall be released in November 2010. This A&AS effort shall entail support to the Combat Support (CS) and Nuclear Support (NS) Directorates ONLY. The DTRA Liaison Office (LNO) is no longer part of this requirement due to the October 2010 reorganization of the LNO Office under the SP Enterprise.

Additional information is as follows:

1) The pending contract will be a single source IDIQ

2) The OCI requirements shall remain the same as previously indicated - OCI Avoidance/Restrictive Approach. Prime cannot provide any performer work to CS or NS throughout the 5 year Ordering period of the IDIQ. Subs CAN provide "performer" (i.e. non A&AS) work to any Directorate they DO NOT currently provide A&AS support. Note, for both the Prime and Sub, the vendors CANNOT provide "both" Performer and A&AS effort to the same Directorate. If an entity is "currently" providing "performer" work (i.e. non A&AS) to the CS or NS Directorates or both, whether Prime or Sub, then those entities cannot provide "A&AS" support to either or both of those Directorates, as applicable. You cannot Advise and Assist a Directorate while at the same time providing "performer" work to that / those same Directorates. However, if a Sub is working for the Prime and is only supporting the CS Directorate, for example, then that Sub could provide / bid on "performer" work for the NS Directorate as they WOULD NOT be in an OCI position since they would not be both advising and assisting the same Directorate they are also bidding or performing under. The converse is also true. A sub supporting NS under the Prime could bid /perform CS "performer" efforts since they are not providing any A&AS support to the CS Directorate.

3) Sub Goals shall be 10%, 5% to SDVOSB and 5% to any small business concern.

4) Contractors shall not utilize nor propose "Senior Mentors" as defined by OSD.

5) The NAICS Code has changed from 541990 to 541690 for this predominately O&M effort. It is noted that the small business size standard is $7.0M under both NAICS codes.
