Description

The General Services Administration (GSA), on behalf of the Unified Combatant Command, is conducting market research to support the Special Operations Command Africa (SOCAFRICA). SOCAFRICA operates under the United States African Command (USAFRICOM) and is tasked with executing special operations across Africa. The overall goal of this solicitation is to enhance regional stability and prosperity in Africa by countering violent extremism, strengthening defense capabilities of African states and regional organizations, and protecting U.S. interests. SOCAFRICA's mission requires a comprehensive understanding of the operational environment to inform strategic decisions that align with USAFRICOM directives.

The scope of work involves providing Advisory and Assistance Services (A&AS) through a Performance Work Statement (PWS) focused on strategic planning, assessment, research, and analysis for SOCAFRICA. This task order primarily aims to deliver scientific and technical information through research, development, testing, evaluation, and other analytical services. The work will involve analyzing open-source data as well as data from various Department of Defense (DoD) and NATO programs to support command decisions related to special operations activities in Africa.

Specific tasks include preparing, analyzing, and visualizing large datasets for descriptive, predictive, and prescriptive analysis in areas such as security cooperation programs' effectiveness assessments; partner force development; TSOC campaigns; environmental threat analysis; data analytics; geospatial mapping; partner operations; training resource allocation; and evaluating low-density enablers like ISR capabilities. These activities are designed to inform government strategies for campaign planning while assessing the effectiveness of SOCAFRICA's engagement programs.

The work will be conducted within several A&AS PWS Technical Focus Areas including survivability and vulnerability assessments; C4ISR systems analysis; software/data analysis; cybersecurity measures; knowledge management/information sharing initiatives; as well as cultural studies. This comprehensive approach ensures that all aspects critical to successful operations are thoroughly evaluated for optimal performance outcomes in supporting SOCAFRICA's objectives across its theater of operations.
