Background
The U.S. House of Representatives is conducting market research to identify qualified industry sources with experience in high-level, secure, and protocol-driven dining and hospitality operations. This initiative aims to inform future planning for the House Members’ Dining Room (MDR) and potentially the Capitol Market located within the U.S. Capitol Building.

The goal is to gather industry insights, best practices, and innovative operational concepts that could enhance MDR operations while balancing tradition, quality, operational agility, and fiscal responsibility within a historic and secure environment.

Work Details
The RFI seeks information regarding potential concepts and operational approaches to improve the MDR and Capitol Market. Key areas of interest include:
- Innovative service and operational ideas tailored for a congressional dining environment.
- Service models that adhere to secure, high-profile settings.
- Strategies that balance tradition with quality and fiscal responsibility.
- Hybrid operational scenarios to manage service during peak times.
- Lessons learned from similar high-profile dining operations.

Respondents are encouraged to propose creative operational models that enhance the facility's functionality while respecting its historical significance. The MDR consists of a reception area, two dining areas, and an attached kitchen, designed to provide fine dining for Members of Congress and their guests. The Capitol Market serves as a more casual food service facility with shared kitchen access. The RFI also invites recommendations on staffing models, service delivery methods, culinary operations, cost controls, technology integration, refurbishments, and alternative service approaches.
