Description

The Department of the Treasury, through the General Services Administration (GSA), is conducting market research to support the Internal Revenue Service (IRS) in transforming its tax administration services. This initiative stems from the enactment of the Inflation Reduction Act (IRA) in August 2022, which provides a historic opportunity for the IRS to enhance its operations and taxpayer interactions. The overarching goal is to implement a comprehensive Taxpayer Experience Strategy (TXS) that aligns with the objectives of the Taxpayer First Act, aiming to improve services for approximately 253 million citizens while maintaining efficient revenue collection.

The IRS's strategy plan focuses on revolutionizing tax administration by rapidly implementing new capabilities within a two-year timeframe. These capabilities are designed to enhance business taxpayer experiences and include several key components: Digital and Mobile Adaptive Forms (DMAF), a new "Entity Transcript" type for tax transcripts, support for IRA Objective 1.8, and the creation of a Business Tax Account (BTA) demo site. This demo site will serve as a tool for IRS employees, such as product owners and customer service representatives, to explore various taxpayer scenarios within BTA.

Vendors responding to this market research request are expected to deliver these IT capabilities as part of their scope of work for Fiscal Years 2025/2026. The successful implementation of these systems will be crucial in fulfilling Congress's mandate for an improved business taxpayer experience. By addressing these requirements, vendors will play an integral role in supporting the IRS's mission to provide not only exceptional customer service but also effective problem-solving solutions across all areas of taxpayer interaction.
