TREAS - Enterprise Licensing Agreement for BEP - MRAS

The Department of the Treasury, through the General Services Administration (GSA), is conducting market research to support the Bureau of Engraving and Printing (BEP) in optimizing its software acquisitions. The primary goal is to secure an Enterprise License Agreement (ELA) with IBM that will streamline software procurement, reduce costs, and enhance operational efficiency. This initiative aligns with BEP's strategic objectives of Execution, Innovation, and Excellence by ensuring budget predictability and accommodating future growth in software and services.

The BEP has identified a need for a consolidated enterprise software agreement that includes both new software acquisitions based on projected requirements and the renewal of existing software entitlements. The proposed ELA aims to achieve a 25% reduction in total software charges over a three-year performance period compared to independent purchases. This will be accomplished by reducing administrative and contracting costs, providing year-over-year budget predictability, offering future price protection, and simplifying billing processes. Additionally, this agreement will allow for amendments to meet unanticipated needs while providing flexibility in the timing and quantity of software deployment.

The scope of this procurement encompasses a strategic investment in IBM's suite of products to support BEP's operations. Key components include acquiring a generative Artificial Intelligence (AI) platform with data governance capabilities, collaborative workspaces for team asset creation, enterprise data governance solutions including a data lakehouse architecture, as well as an Enterprise Asset Management (EAM) system integrated with Computerized Maintenance Management System (CMMS). Moreover, it involves developing a common business glossary to enhance data asset understanding among users.

Specifically, the Bureau Chief Information Officer Directorate requires delivery on several IBM solutions under the ELA: Maximo Application Suite License Software Subscription; TRIRIGA components such as Central Concurrent User licenses; Sterling Connect Direct Premium Edition licenses; WatsonX AI components including virtual processor core licenses; and Cloud Pak solutions for business automation. These tools are designed to support BEP's operational needs by providing robust technical support for maintenance programming requirements across its various departments.
