Description

The Department of the Treasury, through the General Services Administration (GSA), is seeking contractor support to enhance its Information Technology (IT) Continuity and Contingency Plans. The primary goal of this initiative is to ensure that the IRS can maintain its essential functions and services during natural or man-made disasters. This effort is crucial for sustaining effective tax administration and ensuring public confidence in the IRS's ability to operate with minimal disruption.


The scope of work involves developing and maintaining comprehensive continuity and contingency plans that address various scenarios, including tracking building closures and openings. Additionally, contractors will be responsible for preparing briefings for senior executives across the IRS to ensure they are informed about continuity strategies. This project aims to bolster the IRS's readiness to handle emergencies by providing robust operational frameworks that facilitate a swift transition back to normal operations when disruptions occur.


Contractors will collaborate closely with several key stakeholders within the IRS, including the Senior Commissioner's Representative-Continuity of Operations (SCR-CO), the IRS Chief Procurement Officer, and Associate Chief Information Officers (ACIOs) across IT departments. One such department, Applications Development (AD), plays a vital role in building, testing, delivering, and maintaining integrated information application systems that support both modernized and legacy systems in production. By working together with these entities, contractors will help ensure that all aspects of IT operations are covered under effective continuity plans.


This project underscores the increasing need for viable continuity capabilities in light of evolving environmental challenges and technological emergencies. Through careful planning and coordination with internal stakeholders, contractors will contribute significantly towards enhancing the resilience of IT operations within the IRS.
