Description

USDA receives high voltage power from PEPCO and uses substations and transformers to reduce high voltage power received to medium and low voltage power as needed at various locations. The transformer at building 1180 of Beltsville Agricultural Research Center (BARC), USDA, Beltsville, Maryland 20705-2350 is leaking oil. An inspection by TSI indicated that the transformer's primary bushings gasket is bad as well as the bottom valve/sample valve which are causing the transformer to leak. Please review the following attachment: SOW_1180 Transformer Repair A Firm-Fixed-Price award is anticipated. EVALUATON FACTORS FOR AWARD This is a Lowest Price Technically Acceptable (LPTA) source selection. The most important factor is price. The lowest priced proposal will first be evaluated for technical acceptability. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest priced proposal that is determined to be technically acceptable has been identified. Once the lowest priced proposal that is determined to be technically acceptable has been identified the evaluations will be closed, and award will be made. AGAR Clauses 452.204-70, Modification for Contract Closeout (DEVIATION JULY 2022) "Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR Part 13. (a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment. (b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment." (End of clause) 452.246-70 Inspection and Acceptance (FEB 1988) (a) The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract. (b) Inspection and acceptance will be performed at: Beltsville Agricultural Research Center, 10300 Baltimore Avenue, Beltsville, MD 20705. (End of clause) INVOICING: 1. An invoice shall be submitted, via the Invoice Processing Platform (IPP) at https://www.ipp.gov/ for all supplies or services rendered. 2. Invoices will be handled in accordance with the Prompt Payment Act and FAR Clause 52.232-33. Contractors shall assign an Identification number to each invoice.
