The Medical Readiness Contracting Office - West (MRCO-W) is issuing this Sources Sought Notice to find potential sources to provide red blood cells – leukocyte-reduced and the single donor plasma – frozen for the Brooke Army Medical Center (BAMC).

Background
The Medical Readiness Contracting Office - West (MRCO-W) is seeking potential sources to provide essential blood products for the Brooke Army Medical Center (BAMC). This initiative supports the Transfusion Services Section of the Department of Pathology and Area Laboratory Services (DPALS) located at Fort Sam Houston, Texas. The goal is to ensure a reliable supply of red blood cells – leukocyte-reduced and single donor plasma – frozen, which are critical for medical readiness and patient care.

Work Details
The contractor will be responsible for supplying the following items:
- Red blood cells – leukocyte-reduced
- Single donor plasma – frozen

All reagents must meet specific requirements:
- Minimum unopened shelf-life of six (6) months for reagents and one (1) month for controls upon receipt.
- Must be marked with required storage temperature and include English language package inserts.
- If produced overseas, must conform to ISO or CE standards and be equal to or better than U.S. products in quality/manufacturing. Documentation of item equivalency is required.

Safety Data Sheets (SDS) must be provided for each hazardous material delivered, including:
- Identification of hazardous material
- Specific hazards associated with each chemical or material
- Required practices for safe use, first aid procedures, and actions in case of spills or accidents.

Delivery requirements include:
- Monthly drop shipments or as requested by the Contracting Officer Representative (COR).
- Orders must arrive no later than one week from the requested date.
- Emergency orders must be delivered within 24 hours.
- All packaging must clearly indicate contents and maintain proper storage temperature during transportation.
