Description

DEA is seeking information and interest in a requirement for studies of Precursors, Chemicals, and Synthetic Pathways used in the Chemical Synthesis of Drug Substances.

Background
The Drug Enforcement Administration’s (DEA) Diversion Control Division (DC), Drug and Chemical Evaluation Section is responsible for evaluating drugs and chemicals to determine if they are being abused or used in the illicit manufacture of controlled substances.

This evaluation is crucial for developing appropriate drug and chemical controls under the Controlled Substances Act (CSA). With the rise of novel psychoactive substances (NPS) posing significant risks to public safety, the DEA requires comprehensive scientific and medical data to effectively regulate these emerging threats. The goal of this contract is to support the Diversion Control Program by synthesizing and studying precursors and methodologies used in the production of these substances.

Work Details
The contractor will custom synthesize a variety of chemical substances, including but not limited to fentanyl, methamphetamine, amphetamines, cathinones, and benzodiazepines.

The synthesis must utilize specified precursors and predetermined pathways, providing detailed information on feasibility, impurity profiles, intermediates, reagents and solvents used, reaction conditions, yields, and associated ratios. The contractor should be capable of producing varying quantities from milligram- to gram-scale. Additionally, the contractor must demonstrate familiarity with current methodologies to minimize lead times for synthesis. Proof of DEA registration is required prior to contract award, ensuring compliance with security, storage, and record-keeping requirements for handling controlled substances. Proposals must also showcase appropriate chemical and analytical equipment necessary for high-quality production.

Period of Performance
The period of performance will be defined in the contract but will encompass a timeframe suitable for completing the required synthesis tasks as outlined in the Statement of Work.
