Two Phase Approach A two phased approach will be used in the solicitation. During Phase-one interested vendors will be permitted to opt-in of Phase Two. During Phase Two all vendors who opted-in during Phase One will receive a final copy of the RFP and invited to submit final proposals based on the factors and criteria established in the RFP. Phase One: During Phase One the draft Performance Work Statement (PWS) will be posted on GSA's e-Buy to determine industry's interest in the competition. All vendors shall review the draft Performance Work Statement. All interested vendors shall submit an affirmation statement electronically via email with the subject line, "SAIG Opt-in Affirmation Statement" to the points of contacts below affirming their interest in opting-in to Phase Two. In the body of the email the vendors should place the following statement, ""(Vendor Name) has affirmed their interest in the subject solicitation and has opted-in to Phase Two". NOTE: This statement does not create a contractual obligation on behalf of Federal Student Aid. It only serves as a notice of interest; a fair and open competition will be conducted in Phase Two by the Contracting Officer to determine awardee. All statements shall be submitted no later than Friday, March 1, 2024, by 3:00 p.m. Eastern Standard Time (EST). Furthermore, a vendor who does not provide a response will be deemed non-responsive and will constitute an opt-out. The Contacting Officer will include all vendors that have indicated interest in further consideration/ opt-in for phase two, but not those which did not respond in the affirmative under phase one. Phase Two: During Phase Two all interested vendors who opted-in during Phase One will receive a Request for Proposal (RFP) with final PWS. GSA e-buy will not be used to post the RFP for Phase Two. The Contracting Officer will email the final RFP to all opt-in interested vendors. Vendor proposals will be evaluated based on the factors and criteria established in the RFP and consistent with FAR 16.505. The Contracting Officer will be responsible for completing and documenting price reasonableness consistent with FAR 15.4. This contract opportunity involves a two-phased approach. In Phase One, interested vendors will review a draft Performance Work Statement (PWS) and submit an affirmation statement expressing their interest in participating in Phase Two. The deadline for submission is March 1, 2024, at 3:00 p.m. EST. Phase Two will consist of the final Request for Proposal (RFP) being sent to the vendors who opted-in during Phase One. The contract work includes various requirements such as collaboration, transition support, phase-in and phase-out plans, handling of personally identifiable information, intellectual property, software licensing, FSA branding, contractor support of technology refreshment, personnel security requirements (including key personnel requirements for Technical Project Manager and Technical Lead), and cybersecurity compliance with Department of Education and FSA General Cybersecurity Requirements.

Unless specified otherwise, all work under this task order will be performed at the Contractor's facility. However, contractors may be required to travel for FSA-sponsored meetings or conferences, and travel expenses will be reimbursed according to Federal Travel Regulations.
